The Cyberspace Administration of China (CAC) has approved seven on-device AI service applications this week, paving the way for the commercial rollout of localized AI experiences across leading smartphone vendors in China. The approved vendors include Apple, Huawei, Xiaomi, OPPO, vivo, Samsung and ZTE (Nubia), marking an important step toward accelerating the commercialization of AI agent smartphones in China.

Apple Intelligence Could Launch as Early as September

Following regulatory approval, SAG expects Apple to introduce localized Apple Intelligence in China alongside the commercial rollout of the iPhone 18 series later this year. Depending on software readiness and deployment schedules, selected Apple Intelligence features could become available as early as September 2026, likely together with the commercial release of iOS 27, or shortly thereafter through subsequent software updates.

Unlike the global version of Apple Intelligence, the China version will leverage local AI ecosystem partners to comply with regulatory requirements while delivering localized user experiences. SAG understands that Alibaba’s Qwen will serve as the primary large language model partner, powering capabilities such as intelligent writing assistance, text understanding, content generation, image recognition and multimodal AI interactions. Baidu is expected to support AI-powered visual search and image-based information retrieval, further enhancing Apple’s AI capabilities for Chinese consumers.

Building on Apple’s AI Strategy Introduced at WWDC 2026

The China launch represents another important milestone in Apple’s AI roadmap first unveiled during WWDC 2026.

As highlighted in SAG’s previous WWDC 2026 analysis, Apple significantly expanded its AI strategy by introducing the next generation of Apple Intelligence, including the evolution of Siri into Siri AI, enabling more natural conversations, deeper contextual understanding, proactive task execution and tighter integration across Apple’s ecosystem.

The regulatory approval in China removes one of the biggest remaining barriers preventing Apple from bringing its complete AI vision to one of its largest and most strategically important smartphone markets.

Apple Intelligence Arrives at the Right Time

The approval comes at a critical point in Apple’s product cycle.

On one hand, the upcoming iPhone 18 Pro series is expected to face headwinds from higher pricing and relatively limited hardware upgrades compared with previous generations. On the other hand, Apple’s first foldable iPhone is expected to remain a niche product during its initial launch phase because of limited production capacity and premium pricing.

The introduction of localized Apple Intelligence could become one of the strongest upgrade catalysts for existing iPhone users in China. SAG believes owners of older iPhone models, including the iPhone 14, iPhone 15 and iPhone 16 series, will have significantly stronger incentives to upgrade once Apple Intelligence becomes available locally.

12GB RAM Becomes a Key Upgrade Driver

One of the most important factors behind this upgrade cycle is hardware capability.

True on-device large language models require significantly greater memory to deliver a smooth AI experience. SAG believes 12GB RAM represents the practical baseline for premium on-device AI performance. Within Apple’s current lineup, only the iPhone 17 Pro and iPhone 17 Pro Max currently meet this requirement. The upcoming iPhone 18 Pro and iPhone 18 Pro Max are also expected to retain 12GB RAM, positioning them as the primary devices capable of delivering the full Apple Intelligence experience.

As a result, Apple Intelligence is expected to stimulate demand not only for the newly launched iPhone 18 Pro series, but also extend the sales momentum of the iPhone 17 Pro family well into 2026. SAG also expects Apple to maintain relatively stable pricing for the iPhone 17 Pro and Pro Max following the launch of the iPhone 18 series. If the iPhone 18 Pro family launches at higher price points, the iPhone 17 Pro series could become an increasingly attractive option by offering flagship AI capabilities at a more competitive price, further strengthening its value proposition in the premium segment.

China has rapidly become one of the world’s most competitive AI smartphone markets.

The combination of localized Apple Intelligence, strong consumer enthusiasm toward AI applications, a new AI-driven replacement cycle, premium brand positioning and the continued competitiveness of both the iPhone 17 Pro and iPhone 18 Pro series should help Apple maintain strong momentum throughout the year.
